SMPTE transitions its standards editing and publication

SMPTE is transitioning its standards editing and publication to #html - the lingua franca of the web, which is the nexus for technical collaboration. The goal is make SMPTE standards easier to edit, publish, find and consume.

Thanks to Dean Bullock, Florian Schleich, Sally Hattori, Steve LLamb and the many others who have collaborated on this initiative.
