Development on the next major version of imscJS has started

Development on the next major version of imscJS has started:

Planned features include:

• move to ES6 and modern tooling
• support for user customization (https://github.com/sandflow/imscJS/pull/257)
• support for alternative XML parsers

imscJS is the JS library for rendering IMSC to HTML. Thanks Casey Occhialini and Nigel Megitt for getting the effort off-the-ground.
